We discussed this at work (the bank my temp job's at) during a meeting. I'm left to presume that aside paying bills via the mail and writing a monthly rent check, there's nearly no incentive for me to write checks anymore with rules like this, if it's not going to be treated much differently than my current habit of using my debit card for everything (and without worrying about punitive bounced check fees).
Then again, consumer benefits weren't the point behind this IMO----seems more like "we want our money *now*, not a few days from now." And, as you mentioned, the overdraft fees.
My coworkers and I were wondering about how less well off individuals who'd, say, write checks to cover grocery costs a day or two before payday will fare under this...
